The 6th Legislative Arm of the Onigbongbo Local Council Development Area convened a well-attended public hearing as part of its legislative responsibilities to review existing bye-laws. The session focused on a critical legislative proposal titled: “A Bye-Law to Provide for Internal Revenue Administration, Levies, Rates, Fees, Charges, and Taxes Collectable by Onigbongbo LCDA in Lagos State, and for All Related Purposes.
The event brought together key stakeholders, community members, and government officials to deliberate on strengthening the Council’s revenue framework and ensuring transparency and efficiency in local governance.
The proceedings commenced with an opening speech by the Leader of the House, Hon. Francis Nkwo, who warmly welcomed all participants and emphasised the importance of inclusive governance. He highlighted that the review of the bye-law is aimed at improving internally generated revenue while ensuring fairness, accountability, and sustainable development within the LCDA.
The day’s deliberations featured insightful contributions from the representative of the Tax Technical Committee, Mr John Oladapo, who provided a detailed overview of the technical framework of the proposed bye-law. He emphasised the need for modernisation in revenue collection processes and the integration of structured systems to enhance compliance and efficiency. He also spoke extensively on the economic implications of the bye-law, outlining strategies for boosting internally generated revenue without placing undue burden on residents, while stressing the importance of equity and proper implementation.
He further delivered a comprehensive breakdown of the bye-law title, simplifying its components for public understanding.
His presentation ensured that stakeholders clearly grasped the scope, intent, and expected outcomes of the proposed legislation.
The Executive Chairman of Onigbongbo LCDA, though unavoidably absent, conveyed his goodwill message through the Vice Chairman, Hon. Samson Oloyede. In the address, the Chairman reaffirmed the administration’s commitment to transparency, fiscal responsibility, and people-centred governance. He noted that the reviewed bye-law would serve as a vital tool for infrastructural development and improved service delivery across the LCDA.
Chief Ebenezer Akinbolade, the Apex Leader, commended the dedication and diligence of the legislators, particularly applauding the team for their thorough work in identifying and structuring over 157 taxable items across eight distinct categories within the proposed bye-law. He described the effort as a significant milestone toward strengthening the Council’s revenue base.
The Apex Leader further encouraged the legislators to build on the progress achieved, urging them to sustain momentum and deepen their efforts in subsequent engagements and dialogues. He emphasised the need for continuous refinement and stakeholder collaboration to ensure the bye-law delivers maximum impact for the development of Onigbongbo LCDA.
A robust question and answer session followed, during which stakeholders, community members, and participants actively engaged with the legislators. Concerns, recommendations, and clarifications were thoroughly addressed, reflecting the Council’s commitment to participatory governance and accountability.
The public hearing concluded on a positive note, with assurances that all contributions and feedback from stakeholders will be carefully considered in finalising the bye-law.
The 6th Legislative Arm reiterated its dedication to enacting laws that promote development, fairness, and the overall well-being of residents in Onigbongbo LCDA.
