Lagos, June 27, 2025 — The Lagos State Government has called on homeowners in government housing estates, particularly those who purchased properties before 2019, to come forward and collect their official Deed of Sub-Lease documents.
The Deed of Sub-Lease serves as proof of legal ownership within any state-owned housing estate and is essential for business transactions, including loan applications and using property as collateral.
The appeal was made by the Permanent Secretary of the Ministry of Housing, Mr. Abdulhafis Toriola, during a monthly stakeholders’ meeting with residents of government housing estates in the Ikorodu Division. Toriola was represented by the Director of the Estate Department, Mrs. Olukemi Fosudo, at the meeting held at the Ayangburen Jubilee Housing Estate.
According to a statement released by the ministry’s Deputy Director, Mr. Ganiu Lawal, Toriola emphasized that many residents who purchased homes several years ago have yet to complete the documentation process.
“Homeowners must obtain the Deed of Sub-Lease to secure their legal ownership and enjoy full property rights. It also facilitates access to financial services,” Toriola said.
He clarified that the Deed of Sub-Lease is different from the Letter of Confirmation, which is issued only after a buyer agrees to the terms of the initial Letter of Offer and completes all payments.
Residents who are yet to collect either document or who have not finalized payments for their homes were urged to visit the Ministry of Housing in Alausa, Ikeja, for verification and assistance.
“We want our homeowners to be fully documented so they can enjoy peace of mind and all legal protections that come with owning property,” Toriola added.
He also encouraged residents to promote harmony within their estates by obeying estate rules and living peacefully with their neighbors.
Reaffirming the state government’s commitment to expanding access to affordable and sustainable housing, the permanent secretary said efforts are ongoing to improve service delivery and estate management across Lagos.
