The Federal Government has ordered the immediate suspension of all enforcement operations conducted by the National Institute for Hospitality and Tourism (NIHOTOUR) across the country.
The directive, issued by the Federal Ministry of Art, Culture, Tourism and the Creative Economy, was approved by the Minister, Hannatu Musa Musawa, following a comprehensive review of recent enforcement activities and increasing complaints from operators within the hospitality and tourism sectors.
In a statement on Monday, the Minister said the suspension was necessary to restore order, safeguard the rights of stakeholders, and ensure regulatory actions remain lawful and aligned with President Bola Ahmed Tinubu’s Renewed Hope Agenda.
“The Ministry has taken note of widespread complaints regarding NIHOTOUR’s recent compliance actions. We are committed to maintaining a stable, transparent, and business-friendly tourism environment,” Musawa stated.
“Until a full policy and operational review is completed, all NIHOTOUR enforcement activities are hereby suspended nationwide.”
The suspension covers all forms of NIHOTOUR enforcement, including:
- Field inspections and compliance raids
- Issuance of demand notices, fines, and regulatory sanctions
- Licensing or registration enforcement
- Any enforcement activity involving police or third-party security operatives
The Ministry said further guidelines would be issued after the review, assuring operators of reforms aimed at strengthening professionalism and accountability within the sector.
